A dozen permissions, eight authorities, and one register.
A working plant carries far more paper than the factory licence. Each permission sits with a different authority, renews on its own clock, and is usually remembered by a different person. The register below is the common case; the site assessment establishes what a particular plant actually carries, and what on it has already lapsed.

What the gate depends on
The register
Eight authorities, each with its own form, its own fee and its own clock.
| Authority or statute | What it grants | Why it lapses |
|---|---|---|
| Factories Act, 1948 | Factory licence, plan approval and annual renewal | Renewal treated as routine until a plan change makes it anything but |
| Water and Air Acts | Consent to Establish and Consent to Operate | Capacity or product mix changed without amending the consent |
| State Fire Service | Fire NOC and fire-fighting scheme approval | Renewal needs a revised fire-load drawing nobody has kept |
| Boilers Act | Boiler registration, inspection and renewal | Inspection date missed while the boiler stays in service |
| PESO | Petroleum, compressed gas and explosives licences | Storage quantity crept past what the licence permits |
| Electrical Inspectorate | Installation approval and safety certificate | Additions made to the installation after the certificate was issued |
| Contract Labour Act, 1970 | Principal employer registration and contractor licences | A new contractor engaged without a licence in his own name |
| BOCW Act, 1996 | Registration and cess, wherever the site builds | Construction begun before registration, cess computed late |
| Legal Metrology | Weighbridge and instrument verification | Stamping expired on an instrument still being used commercially |
How the register is kept
Statura’s part
- Established, not assumed
- The assessment reads what the site actually holds, against what its process, headcount and classification require. Plants are routinely surprised in both directions.
- A date and an owner on every line
- Each permission carries its expiry, its lead time, and the name of the person answerable — ours, or yours by agreement. A register with no owner is a list.
- Filed a month ahead
- Renewals are lodged thirty days before expiry, so a query or a rejection still leaves room to correct and refile before the permission dies.
- Notices answered the same day
- Correspondence from an inspectorate or a Board is acknowledged on the working day it arrives, with the reply drafted and dated rather than left to accumulate.
- Evidence, not assertion
- The acknowledgement is kept, not just the claim that a thing was filed. What matters during an inspection is what can be produced in minutes.
What we do not hold ourselves
An honest boundary
No single firm holds specialist competence in every one of these. What Statura commits to is that the obligation does not come back to you unresolved: where a specialist is needed, that specialist is engaged under our contract, managed by us and invoiced through us. You do not acquire a second vendor to manage.
- In-house
- Factory, health, safety and environmental filings; audits; the register itself; drawings and fabrication.
- Engaged under our contract
- Specialist statutory work such as chartered structural certification, accredited laboratory testing, and authority-specific technical submissions.
- Never handed back
- The line stays on our register with our name against it either way. That is the whole point of a single operator.
Questions
Can Statura obtain a licence we have never held?
Yes. New applications are a larger piece of work than renewals because they usually require drawings, technical submissions and a site inspection, but they are the same kind of work. The assessment establishes what is missing before anything is quoted.
What happens to a permission that has already lapsed?
It is triaged by consequence rather than by date. A lapsed consent or fire NOC is treated ahead of a lapsed instrument verification, because the first can stop the plant and the second cannot. The exposure is stated honestly, including where a penalty is likely.
Do you replace our existing consultant?
Not necessarily, and there is no advantage in pretending otherwise. Where a consultant is doing a specialist piece well, they can be engaged under our contract so that the accountability still sits in one place. What we will not do is leave you coordinating between us.
Is this separate from the safety and health service?
It is the same contract and the same register. The divisions describe how the work is staffed, not how it is bought.

Start with one site.
Send us one site. A physician and an industrial safety engineer walk it over two weeks and hand back a written report: the statutory obligations that apply, where the current arrangement falls short, the staffing and equipment required, and a recommended operating model. No charge, no obligation, and the report is yours to keep either way.
