A camp in the car park once a year produces a stack of reports nobody reads and a file that will not stand up when it is asked for. Health surveillance is a programme: the right examination for the hazard the worker is actually exposed to, at the interval the statute sets, read by a physician, and recorded so that it reconciles years later.

What the programme covers
Examinations
- Pre-employment
- Fitness for the role the worker is actually being hired into, with the baseline that every later examination is read against.
- Periodic
- At the interval the statute and the process classification set, scheduled around the shift pattern rather than against it.
- Hazard-specific
- Audiometry for noise, spirometry and chest imaging for dust and silica, biological monitoring for chemical exposure, vision for precision and vehicle work.
- Return to work
- After injury or long absence, an assessment of fitness for the specific task rather than a general clearance.

- On site
- Samples drawn on site and tested at accredited laboratories, so a worker is not asked to give up a rest day to travel.
- Read by a physician
- Every result read, not filed. An abnormal finding produces an action, a review date and an owner.
- Recorded
- A health record per worker held by the medical team under the Digital Personal Data Protection Act, 2023, retrievable for the period the statute requires.
- Reported
- The employer receives fitness status and a workforce-level picture — how many are due, done, fit, fit with restriction — rather than individual diagnoses.

What does the employer actually get to see?

Is surveillance required for every factory?
The obligation is strongest where a hazardous process is involved: Sections 41C and 87 of the Factories Act require pre-employment and periodic examination, health records and a qualified medical officer. State rules and the classification of the process set the exact requirement, which the assessment establishes.
How are examinations fitted around a running plant?
They are scheduled against the shift pattern, on site, in blocks that do not stop a line. The point is that a programme which costs the plant production is a programme that quietly stops happening.
